The portion of the sentence containing the clause "the death on the cross was not to effect man's reconciliation to God" is misconstructed. Some readers have viewed this as an error thinking that the intention was to convey the thought that Jesus' death on the cross was not to effect God's reconciliation to man. God had no need for reconciliation with man, rather we with him. At 98:7.1 we read "A Creator Son did not incarnate in the likeness of mortal flesh ... to reconcile an angry God but rather to win all mankind to the recognition of the Father's love...."
